I don't think reforming the initiative process would fix the budget problem altogether because the 'feel-good' initiatives would still get on the ballot, due to interest groups. Even if a super majority was required for bonds, as the state becomes more liberal, these would eventually go through. Better voter education would help though, regardless of initiative reform.
I think the biggest problem is that no one can agree on how to take care of the budget. I do not know how I would fix it. Its very hard for to opposite ideoligies to come up with a consistent budget.
I as well think that changing the initiative process will be the best thing for the state. I dont think it would fix the problem altogether but it would help increase the speed in implementing a budget.
