1)Should everyone have health care no matter if a citizen or not? Should only citizens get health care? Is it the government's responsibility? How would you work this out?
2)In other parts of the world there is universal health care as well as private health care companies. Should we take up this method? What should be counted as part of the health care? Transplants, face lifts, what should be counted as health care?

I'm not sure I like the idea of universal health care because I think it will lower the standards of health care in America, just like how public schools aren't nearly as good as private schools. It works in other countries, but many things work in other countries that do not work here due to the large diverse population. If we do go to universal health care, it should be solely for medically necessary care, just as medical insurance typically is. Of course, this can be gotten around like it is with dealing with medical insurance. Transplants should be covered because it would be inhumane to let a poor person die just because they couldn't afford private health care, but face lifts and tummy tucks should only be through private doctors. If it is so severe that it is ruining the person's life, strings can be pulled like it would be now with insurance but otherwise procedures for vanity should not be taken from tax payers' hard-earned dollars.
I think that it is not officially the governments problem, but I think that it eventually comes down to the decision making of the state government on whether or not funding be provided or deals be made on citizen, or non citizens receiving medical benefits. I think that it is inhumane to restrict health care to just citizens of the United States. But I also do not want to feel the burden in my taxes because immigrants are migrating to California for a better life, and they do not have the funding to take care of their medical needs. I think that the government should set aside a portion of the state budget towards low income citizen health care and non-citizen health care. The government should provide a portion of this money to the hospitals for families that cannot afford the operations or payment plans that the hospitals are charging or offering. It will be hard to help everyone. Immigrants must realize that migrating to California may be a good place to make money, but perhaps it is not the best thing for their health, or their families health.
